I filled the subscription form and clicked Submit. I saw our page that tells users to wait while we redirect them to PayPal. The PayPal form opened, and then I closed the browser window without paying.
In Membership Pro, I now see the test user I just created. There is a Subscription record that shows a status of Unpublished and a Subscriber record with a userID of "0" that is Pending. There is, of course, no user listed in the Joomla Users database.
Even though it is not quite the same circumstances, it is the same type of result that we got when a real user attempted to sign up, but PayPal did not work and they couldn't complete payment.
Could this be an unexpected use case?

That's expected. There will still a record created in Membership Pro but no Joomla user account created. Therefore, you can still use same email to subscribe again

Okay, thanks for this information. I have let my developer know this.
1. Is there a way to send an admin notice that states that a new user record is Pending?
2. I don't see a reason to keep these Pending database entries, since the customer does not return to them and they never change status from Pending to Active. Do unused Pending records stay in the database, or are they automatically purged at some point?

Hello
1. We do not have that option at the moment
2. Enable and use this plugin membershipprodoc.joomservices.com/plugins/cleaner-plugin . It has a parameter called Number Days . You can set it to 2 for example and the record will be removed if no payment received after 2 days
