I'm sorry to conflate both issues here. If you want me to create a new forum post or open a ticket, I can.
We have multiple sites having issues, but they seem to be different issues, in some cases. I think we have solved the PayPal issue. The error that I noted above was:
Please check your server that handles PayPal Instant Payment Notifications (IPN). IPNs sent to the following URL(s) are failing:
www.oldname.org
But we changed it to the new URL and it is now working. So that issue is no longer happening.

However, we host some other sites on SiteGround, and some (only some, not all) are sometimes having issues getting that relay response from authorize.net. We are using this URL for the relay response, of course using the site's legitimate URL:
www.MYDOMAIN.org/index.php?option=com_ev...method=os_authnetsim
The error messages from authorize.net say this:
Authorize.Net Merchant,
Your script timed out while we were trying to post transaction results to it.
Transaction ID: XXXXXXXX
Transaction Result: This transaction has been approved.
The following message was displayed to the customer:
The reporting of this transaction to the Merchant has timed out. An e-mail has been sent to the merchant informing them of the error. The following is the result of the attempt to charge your credit card.
This transaction has been approved.
It is advisable for you to contact the merchant to verify that you will receive the product or service.
Of course, in the Registrant list, the record is marked Pending Payment, so no emails are sent, etc. We can go in and manually approve, but that takes time for all of our sites/transactions. However sometimes the transactions are completed, and there is no authorize.net error.
Is there anything that can be adjusted within the Events Booking configuration, or is this a SiteGround or Authorize.net issue?

This is hard to guess. But I think it could be something from Siteground. Maybe they block that request for some reasons
