We do not support choosing how states are ordered in Configuration. Your usage is special, so in this case, you will need a custom override . Please get this file, unzip it, then upload the received file to components/com_osmembership/controller/override folder (you need to create the folder your self), then try again to see if it works

This thread was the topic of Events Booking. But you provided a file of Membership Pro. I'm happy that my issue is common to both, but I also need a file for Events Booking.

Sorry, attached is the file for Events Booking. Please unzip and upload the received file to components/com_eventbooking/controller/override folder and check the result. It should work well

This file might also needed. It needs to be uploaded to administrator/components/com_eventbooking/libraries/rad/form/field folder but unfortunately, it could not be overridden, and in your case, it might not be needed, so guess you can ignore it for now
