Honestly, I don't know if we have a solution for this requirement. Maybe you can:
1. Create a custom fee fields to allow users to choose number of tickets, and then charge them the appropriate fee base on their selection? See

2. Also, create other fields which will be displayed to allow registrants choosing the date they want for their registration? The number of date fields can be displayed depends on the number of tickets they choose above
That can be setup using custom fields dependency
