Order of products in a category

I would like to change the order of products displayed in a category. I've attached a screen grab of the product list in the administrator area, and it appears that the arrows allowing you to move a product up or down and then save are missing. Save is there, but I can't move the products. I'm also unable to edit the order field (get a red circle with diagonal).
