Shipping by quantity to two geozones

Hi Giang,

A while back you showed us how to add multiple eshop_flat shipping plugins to accommodate for different shipping rates in different areas. For example we have 3 plugins, eshop_flat (west coast of USA), eshop_flat1 (international) , eshop_flat2 (USA). Now we need to accommodate for shipping when visitors purchase multiple quantities of our single product. We only have one product but the shipping rate will double if they order two, triple if they order three and so on. I see a eshop_quantity plugin so I assume we will use it. My question is, "Do we need to create three different instances of the eshop_quantity plugin like we did with the eshop_flat plugin to accommodate multiple quantity shipping in different Geo zones?
