Shipping by quantity to two geozones

Hi,
I have been through many posts but can't quite see how I can achieve my scenario (see below).

United Kingdom
x1 to 20 items -- £7.99
x21 to 9999 items -- £10.00

Rest of the World
x1 to 10 items -- £10.00
x11 to 99999 items -- £20.00

Do I have to setup one geozone for the UK and one for the rest of the world?
If so, how can I do this easily without adding into 'rest of the world' every country manually.

That will take some time, is there an easier way of achieving this?

Hi Mike, Yes we did get a solution for this. Basically Giang did this for us and we paid him, he was very good, very quick and it wasn't expensive.

Since version 1.4.1, I added EShop Quantity Shipping plugin. So Mike, you just need to update EShop and use this shipping plugin for your purpose.
