Multiple flat rate shipping

Hello,

I'm trying to use multiple flat rate shipping methods to define shipping cost by Geo Zone but when I upload a new flat rate shipping it doesn't seem to work -- on the basket page it doesn't give an estimate & on checkout it comes up with a generic internal server error message.
