QR Scanner & Public Menu Item

I've set up a public menu item for the 'QR Scanner'. It is appearing as a public menu option but, when I click on it, it requires login. Parent menu item is also public. 

I'm aware of setting this up as public access but it's not an issue. 

Any ideas on how I make the QR Scanner available to public? 

We do not allow that, fortunately. The permission is not only checked by menu item access level but also checked by Events Booking. We only allow users with registrants management permission to checkin registrants. If you want to allow public users to check it, there would be customization to the code needed
