Where can we find documentation on how to setup the PayPal Plugin and where to find our Sandbox API User, Password and Signature?

Thanks for your reply Tuan; however, we are now getting the issue below in the PayPal sandbox even though it has a current balance of 5k:
Sorry, we couldn't set up your subscription using the payment method you selected. Please try another payment method.

Honestly, this is controlled by PayPal. So maybe you should contact PayPal support and ask them this question directly
The error message is returned by PayPal, so they should know the exactly reason
