Verification of subscriber

When a new applicant subscribes he receives the following email message:

"Hello his name
Thank you for registering at NVT Membership. Your account is created and must be verified before you can use it.
To verify the account select the following link or copy-paste it in your browser:
  membership.newventure.org.uk/component/u...d8ee8e536&Itemid=101  

After verification an administrator will be notified to activate your account. You'll receive a confirmation when it's done.
Once that account has been activated you may login to  membership.newventure.org.uk/  using the following username and password:

Username: remailaddress
Password: xxxxx  "

On the user list he is shown but is not enabled or activated.
If the link on this message is used for verification then it gives the error message "403 - Access forbidden'
What am I doing wrong - what should I do to get this to work.

Hello

Please go to Users -> Manage, click on Options button in the toolbar, set Allow User Registration parameter to Yes

Then try again. The error should be gone

How do I get the system to send a message to me that a subscriber has had the email verified?

How that email is verified? Could you please let me know process so that I can understand. In some case, the email is sent by Joomla, not by Membership Pro
