on which subscriptions of a user , subscription renew option are shown ?
like expired , active or pending subscription.

It actually depends on your setup

1. If the plan has Enable Renewal set to No, then no renew options are shown for that plan

2. If the plan is a recurring plan, renew options will only be shown after subscription expired

3. If the plan is one time subscription plan, renew options will be shown for active and expired subscriptions. For active subscriptions, you can avoid renew too early (when his subscription still active) by going to Membership Pro -> Configuration, set Allow membership renewal X days days before the subscription expired (set X to the number you want) and users will only be allowed to renew X days before his current (active) subscription expired

one more query is there any option where the subscriber can pay for his pending subscription ?

Unfortunately, right now, we don't have support for that feature
