Event payments destination

If setting up front end event submission, does the event submitter receive the income or the site?

It is actually depends on the payment method you are using on your site. If you are using PayPal, then when users submit event in frontend of your site:

1. If they enter PayPal account for the event, then payment will be transfered to that PayPal account, thus users will receive payment

2. If users don't enter PayPal account (or you are using different payment gateways), then the site will receive payment

That's perfect. Can creating paid or free events be limited to different joomla groups? Ideally I want to integrate with Membership Pro component so free subscribers can only create free events and paid subscribers can create paid events where they would receive the income from ticket sales.

Unfortunately, this is not supported. You would need some small modification to the code so that when users subscribed to Membership Pro, they can see the price field on event submission form to enter price of the event

If no active subscription, then the price field would be hided. It is a 10 minutes job, I guess
