Events Booking - Registrations for events

Hi

Can you restrict the registration for an even to only joomla registered users and can a joomla registered user auto fill their details on the registration for if they have logged into the site?

The answers for your both questions are Yes:

1. You just need to set Registration Access setting of the event to Registered and only registered users can register for the event

2. When existing user logins, register for your event, the data stored in his Joomla account will be used to fill-in registration form automatically so he won't has to type the information again

One other query relating to this; if an even is set so you have to be a Joomla User can that person then have group registration and register friends?

Yes. If you enable group registration for the event, then someone who has a Joomla account can still perform a group registration and register for his friends, too (these friends might not have Joomla account)
