Can't create Tax Class

Can't create Tax Class was created by James
Hi all,
Hoping someone can tell me what I am doing wrong.
I have created a Tax Rate ok, but I cannot seem to create a Tax Class. I try to create a new Tax Class 'Taxable Goods' as per the attached screenie, but when I click save, it either times out or goes back to main Joomla Admin page. No Tax Class is created.
Not sure what is not working?
