Cut Off Date ends too early

Is there a setting somewhere that I need to change for my time zone? When setting an event with a cut off date, the registration ends way earlier than it is set for.
If I have an event that starts at 9pm (2100 hours) and I want to stop registrations by 8pm , I set the Cut Off Date to 7pm (1900 hours) the same day as the event. The problem is it shows "We are no longer accepting registration for this event" for the entire day of the event. If I set it for 8pm (2000 hours) Right now it's only 1:15pm here.

It uses your site timezone for calculating. Maybe you have wrong site timezone setup? Could you please go to System -> Global Configuration, look at Server tab, set Server Timezone parameter to your timezone

After that, it should work as expected
