At the moment, Events Booking does't allow translating payment plugin title. However, there is a workaround which you can use:
1. Click on os_offline payment plugin, change it's title to OS_OFFLINE
2. Follow the instruction at
eventbookingdoc.joomservices.com/basic-s...dd-new-language-item
to add a new language item OS_OFFLINE to language file
3. Then go to Events Booking -> Translation, translate that language item to different languages
After that, it should work as expected
