Members set to "Pending" by default using PayPal

Server is PayPal compliant: root@server2 [~]# openssl

I read all the posts about this issue but still have some questions:
Membership Pro relies Paypal IPN message to work (When someone makes payment at PayPal, PayPal will send notification to Membership Pro so that Membership Pro will know about this payment, verify the payment, update status of the subscription record....)
What URL do I enter into PayPal to do this?
It should be active by default, not pending. I guess you are using Paypal payment plugin ? If so, could you please login to the Paypal account which receives payment, access to History -> IPN History, to see whether there are any IPN message? If there are, what's the status of the message ?
The message in PayPal says “Retrying”.
The issue just started recently. It had been working until about two months ago, now members are set to "Pending" by default.

1. You should update your site to latest version (2.4.0) of Membership Pro
2. From what I see, there is something on your site or your server blocked the PayPal IPN message and that's the reason causing the issue. Could you please click on an IPN message or sent me a screenshot of that message details ?
Then we can check it further

We had a short holiday from Thursday and got home last night. I checked your IPN message and found that for some reasons, the IPN message is blocked and that's the reason causing the error
I asked for more information via support ticket. Please reply me so that I can check it further
