I am guessing you want the subscription page to only appear to registered website users? Yes, you can. You can have Joomla handle all the website registrations, then once they are registered, the subscription menu (with a permission of registered) would show to them and allow them to subscribe. (Or Community Builder can also handle the website registrations, that's what I use.)
