Group Billing Registration is not showing up

Group Billing Registration is not showing up was created by Germany
I try to set up a 'Group Registration' (min 2 and max 3 registrants).
However the registration progress is only allow to set the number of registrants and then it only shows the waiting process.
The single registration works fine.
