Tax and shipping price missing

I have the shopping cart in test mode to test before launch. I added an item to my shopping cart, and went through the checkout process but neither the tax nor shipping charges display.
I have the UPS plugin activated with all my info in it (see screen shot). I have the tax set and active (screen shot). I also have the taxes section set to charge tax. The Ex Tax never updated or showed the tax amount, so I have it disabled (screen shot).
