I don't want the comment to be a required field and the documentation shown here:

Under section 1.3 says we can fix this under the "billing fields settings" tab but I can't find a billing fields settings tab anywhere! Where is it and/or how else can I change this? IMO, this should default to not required.

Please go to Events Booking -> Custom Fields, edit the comment field, make sure the Validations Rules field is empty and it should work well
