Free shipping in some countries, not all, by item?

I'm trying to test out some options to replace zencart, and integrate directly into our site.

The biggest issue we've come across is that we have certain items that ship free in the US, some that ship free in US and Canada, some that are ONLY allowed to be sold in the US, and other items can be sold international.

So two questions....
Free shipping--- can we enable free shipping and it's rules of where it can go for free shipping BY ITEM and charge shipping for other countries
Shipping regions- Can we enable shipping for only certain countries BY ITEM, while others are able to ship?

EShop has Free Shipping. It allows you to enable Free Shipping by countries based on Geo Zone but it does not support free shipping by items. If you want to have free shipping by items feature, we will consider to develop it for you as a custom work.
