Events Booking - staged registration

Hello,

Does the Events Booking component support a staged registration process along the lines of:
1. New paid event is created
2. People register their interest in the event
3. The event registration period closes
4. The admin selects from the list of those that are interested in the event who has a confirmed place
5. the confirmed registrants receive email / link to pay for the event
