Recurring payments do not change to ACTIVE

How does one activate IPN so that a recurring payment is sent to the site?

Infact, by defaut, you don't need to setup anything in your Paypal account. When someone makes recurring payment, Joom Donation will send the URL which it wants to receive notification from Paypal to Paypal, so we don't need to hardcode the URL into Paypal IPN URL . That's the reason we don't mention it in the document .
