Make changes to the "Complete" view was created by Rusty
How can I make changes to the message on the "Complete" view on Payment Form? I can see there is a tag [PAYMENT_DETAIL] but how do I edit that?

Exactly what you want to modify? You will need to modify code in the file components/com_pmform/View/emailtemplates/tmpl/payment_detail.php to change that layout. If you do that, please remember to move the modified file to template override so that the change won't be lost when you update to future releases of the extension
