Can i make awaiting payment? (pay only after admin approves payment, or send invoice only after approval)

Maybe you can use offline payment method for the purpose. Basically, users can fill-in the form and choose offline payment as the payment method so that he doesn't have to make payment at that time.

Later, admin can approve the payment record from backend. At that time, he will receive an email, I think you can edit that email message to tell him he can make payment now....

You can try that approach to see whether it works

Thank you very much, it was helpfull, in addition i changed helper.php and invoice is sending with approval email, after admin approves payment.
