BUG: Admin don't get sms on booking etc.

I have the latest version: 2.23.1 installed, and in the main configuration I have my phone number under the "Notification mobile number". But I get no sms, neither on booking nor if the order is canceled.
If I enables the employee, and inserts my phone number there, I do get a sms - so the sms part works for employee.

I use clickatell.

It seems that "admin" don't get send to sendSMS, I can see that "confirm" and "confirmtoEmployee" is send to the function, but not "admin".
Though, the cancel is send. Even if the order is canceled from the backend? I get if the user cancels there order a sms should be send, but not if it's canceled by admin or employ.
