Layout Colours Not Working

I am setting up a booking system for facilities and I changed some of the layout colours.

When I try to change them back they don't reflect in the front end.


As you will see the header should be green but isn't!


The only thing that seems to work is the Calendar Arrow which changes properly.

Also the layout is overlapping even on a desktop PC with full screen, is this layout responsive?
