Hi Gerry,
In order for the "Agree to Terms and Conditions" link to appear, you need to select an article for the Terms and Conditions in the configuration settings.
Once you have chosen an article, the link will be displayed as expected.

It is only visible on the registration page >  osproperty.medianewsonline.com/index.php/os-registration
it is not visible in the form on the agent's page >  osproperty.medianewsonline.com/index.php...l-agent/sample-agent

I'm testing it out, but I don't think I'll use this contact form.
However, I remind you that in many countries, a privacy checkbox is mandatory on contact forms.
