Hi Gerry,
Thank you for your question.

Typically, the data in the OS Property States & Cities module is static and rarely changes. Therefore, enabling cache for these modules helps to reduce page loading time and improve overall site performance.

I believe this is a good practice and would not recommend disabling the cache for these modules.
