I'm using OS Property to list houses for sale in a VERY small island (outside of the US). We don't have cities here so is there a way to disable City from being a mandatory field?

Actually, you can select one default country in OS Property -> Configuration -> Tab: General -> Field: Default Country.
And you can publish one state, thus, you will need to enter City names.
