Entering additional countries, states, cities

HI, 2 questions:
1I need all developed countries and states with cities enabled and I see that there are files like ch_switzerland.txt in location folder of the installation folder with the cities, but there are no directions on how load these additional files into the DB, or am I missing it?
2. Is the country state, city some sort of global requirement when submitting a listing? no way to make those optional?
