Location level Question

Hi,

My country only uses 2 level for the location. Is there any way to disable the third level?
Or what would be the proper configuration for these cases?

OS Property has 3 location levels: Country > State > City.
In Configuration page > Tab: General > Field: Default country, if you select one specific Country. At front-end, the dropdown select list Country (In Search function or add property page) will disappear, and user will only need to select State and City.
