Default Locations in Australia don't seem correct.

I've just installed the 'au_australia.txt' location file, and noticed that the mappings of the states are not correct. Australia has 7 states/territories, yet the location file has regional names and there are 52 of them. I notice that the locations for the US do not follow this scheme.

Is there something here I've missed? Does this have something to do with searching?
Some people would say, for example, "Sunshine Coast", but others would say QLD and then select a region. Is there an explanation of this in the documentation?
