Country: France. Missing some cities and states

Hey, i tried to add a few cities and states that are missing from the France location, modifying the fr-FR location files but i'm returned with multiples SQL errors messages when uploading. Obviously i'm doing something wrong. Here's my modified files.
Those "States" are: Martinique, Côtes d'Armor, Côtes-d'Or, Mayotte, Guyane et Guadeloupe, Val-d'Oise, La Réunion.

Could you help me format this correctly ?

You should change:
Côtes d'Armor, Côtes-d'Or and Val-d'Oise to Côtes d\'Armor, Côtes-d\'Or and Val-d\'Oise
to solve the SQL error

While we're here, do you think the sql database could import something with more information such as this file i'm adding as attachments?

The main problem could be the singularity and differences between each country.
But it could allow:
-Search by postal code,
-Search by clicking somewhere on a map.
-Precise listing.

Ay... too much work.
