I am not sure about your problem, because it's Joomla part. You can try to go to Login part at Front-end and select option: Forgot password, the Joomla will send email to you to reset password.

I use the last version of Joomla on all my websites and i never have that problem...
Go to the /administrator
write login and password
ok
and then the formular is like before : empty and I'm at the same like before i wrote login and psswd.
i did have the same problem once but not with OSP. It was a different project. But i remember it was the permission error. Some how i managed to diened access to website as superadmin. But this is more a joomla error and not osp. As i remember i did change some id number in joomla DB and could get access again without install all over again. it was changing the admin id from something to 413 or 418. It is very long time ago where i got that error. if i remember correctly admin id is 1000 and changed it to special user with id 418 and i could login again. or other error is that htaccess does not like your ip because your server have geoip installed. but that is very rarely. i got that before with geoip and cloudflare cdn. very bad combination. i hope it could help you out.
