Default Theme-can add comment as guest

Hi
As I understand you should only be able to add comment as a logged in user.
In the default theme you can add comment as a guest as well.
How can I change this so that it's only logged in user that can add comment in the default theme?

OS Property doesn't allow non-registered to be able to write Review and Rating for properties at front-end of component

I understand that and in all other themes it's works in that way but not in the default theme.
In the default theme unregistred user can make comments and rating (this apply ONLY to the default theme).
I'll try one more time with a Clean install of the quickstart package and come back with info.
