Rating system does not work

Hello Darn,

Visitors on my site can not click on the rating stars to rate a property. Do you know how to enable it.
For example The following property I can not click on the stars to rate it. Any solution for that

I tried to leave comment for properties and it works normally. And the comment will be approved by administrator.

Thank you. I am not asking about comments. I am asking about how to rate a property. Can you see the five different stars right under the property address. These stars are located on the right side of number of hits for the property. Can you please tell me how to enable them so that visitors can click on these stars to rate a property.
