The issue has been solved by this solution
1. Open file: components > com_osproperty > helpers > helper.php
2. find
mb_strtolower and replace by strtolower
Of course, you only need to fix it in case your data contain non-UTF8 characters

открой components > com_osproperty > helpers > helper.php, найди все mb_strtolower и приведи к виду mb_strtolower ($переменная, 'UTF-8'). так ты задашь кодировку в явном виде(если у тебя конечно сайт на UTF-
