When an agent is adding a new property, I do not want them to see photos and other information tabs. My site will have no photos or video.

OS Property doesn't have option to hide the Photos and Other information tab. You should make the modification into the "property modify" page.
The source code file that you can make the modification is:
components > com_osproperty > helpers > layout > propertyedit.php
