manage property error

can you plz guide me whan every i want add new property on my website i m suffering from error

1)fist create new categorie on mange categories
2) second i goto manage property and fill all mandatory fieldes

but the is when i want to save this the show the error url not loading

remember i using wamp server

can yous pleased guide me or help me out how resloved this error there is something permission issue or some else pleased
