No states in dropdown

No states in dropdown was created by Ben Green
Hi
I am having a couple of problems with the state selection and management.
Firstly when I add a property the state selection in empty (see below highlighted in red).
The State Manager does have states in place (see below)
Secondly when I add a property and use the New State input field (highlighted in blue below) the new state is added but not automatically published. Is there a setting that will make it so any new states that are added will be automatically published.
Joomla version: 1.5.9
OS Property Version: 2.0.8
