Expired subscriptions receive the renewal rate when paying

New subscriptions are charged the NEW rate and active subscriptions are charged the RENEWAL rate. In testing, expired subscriptions are also charged the RENEWAL rate. Is there a setting for this? I would expect that an expired subscription would be treated as NEW. Otherwise there's no incentive to renew before the expiry date.

In our site, active subscriptions are added to the Joomla Member group and when the subscription ends they are removed from the Member group and added to the Expired group. Then we can provide reminders to expired members using menus and access control.
