v4.5.1 : mp_authnet_webhook.php

I noticed the mp_authnet_webhook.php is located in the Joomla root directory, after updated to v4.5.1.

Q1. Is it expected behavior?
Q2. If I'm not using the Authorize.net payment plugin, is it safe to delete this file?

Yes. If you do not use authorize.net, it is safe to delete. However, it is not really needed as it will come back on next update
