Unfortunately, Membership Pro does not handle this shipping charge, so customization will be needed. Could you please explain exactly how it would be charged so that I can think about it to see how hard it is with the customization ?
We charge an extra 5$ for Canadian shipping. We do not yet ship overseas. This is for a hard copy magazine.
Currently we sell this magazine through our Virtuemart store and I can allow a drop down box for shipping charges. Of course we use the honor system that you will select the Canadian shipping if your country is Canada. We know pretty quickly if you've forgotten to pick Canadian shipping so can follow up on that order.
For this, I guess a shopping cart extension should work for your requirement better. For a membership extension like Membership Pro, we won't develop shipping plugins to integrate with shipping systems
