Mass Mail - where do I put in information about the attachment?

I have selected subscriptions and click on Mass Mail.  I see Reply-To:, Bcc: and Subject: as well as the body of the email with an editor.
But I don't see anywhere to specify an attachment.
From what I've read in the forum it looks like this option is available.
Is there an option or setting that I need to turn on?

Unfortunately, currently, there is no option to send attachments using Mass Mail
