Is it possible as admin to change/upgrade a users subscription plan and still keep their card information on the new plan.
So the specific user goes from paying a 50 dollar plan to 100 dollars and they don't have to do anything.

Hello

No, it is not possible. The subscription need to be registered with payment gateways. So subscribers will need to perform the upgrade themself. Admin cannot do it
