Best practices - tiered pricing and renewal discount

How best would I implement these two concepts?

Everything is being done via PDF purchase order and invoice, then mailed paper checks for payment.  No need to mess with PayPal or the other online payment gateways.

1) Tiered pricing based on organization size?   My idea is to do something like:
Under 2,000 students: $2,000
2,000 to 5,000 students: $3,000
5,000 to 10,000 students: $4,000
10,000 students to 15,000 students: $5,000
15,000+ students: $6,000

I do know the student counts already and can verify that the right plan has been chosen.  When they make the buy.

2) A 50% discount on renewal.  Those prices above are for the first year.  When they are sent their reminders for renewal, I would like their price to be automatically at 50% for each subsequent year after the first.

1. How we can determine number of students during sign up process (to determine the price) ?

2. You can setup renew options with the price you want. See membershipprodoc.joomservices.com/basic-.../plans/renew-options

I ultimately elected to go with a simpler pricing model, but this link was super helpful when considering what my options were. Thanks much.
