In Configuration>Mail Settings>From Email

What kind of email address goes here? I am getting SPF errors "<ip address> is not allowed to send from <domain.net> per
its SPF Record. Please inspect your SPF settings, and try again. IB508"

Does the From address need to be one associated with a cPanel email account from our ISP?  It seems like any outside address would be 'spoofing'.

The rule, is actually controlled by the mail server of your hosting provider. So you will have to contact your hosting provider and ask them about it
